This flatbill occurs in Brazil's eastern Atlantic Forest. A 2022 taxonomic study examined several lineages formerly grouped under the same name and placed the subspecies R. o. olivaceus in forest from Pernambuco to Rio de Janeiro.
The back and wings are olive green, with a whitish ring around each eye. The underparts are greyish green with yellowish streaks, and the centre of the belly is yellowish.
It inhabits forest. The eastern species account places it in the lower levels of humid lowland forest, thickets, and swamp forest, where it forages alone for arthropods.
An extinction-risk assessment has not been added yet.
