It has a white head, a dark line through the eye, and blue, grey and white plumage. A European account describes it as favoring bushes near fresh water.
The head is white, with a black eye stripe extending around the cheeks and toward the neck. The back is blue, the underside white, and the wings have a white bar.
In western Ukraine, it nests in tree holes and gaps in old houses and sheds. Parents gather small insects and spiders on reeds, willows, and fruit trees and carry them to their young.
Near the Uril River in Russia’s Far East on 31 May 2017, a pair entered a cavity about 5 m above ground in a decayed black-birch trunk. On 6 August 2012, juveniles were recorded foraging at galls in riverside willows along the Ulma River.
