This tyrannulet occurs on the eastern Andean slope in south-eastern Peru and Bolivia. It uses the canopy and subcanopy of humid mountain forest, alone, in pairs, or in mixed flocks.
The upperparts are grey-olive, with a grey crown and broad pale eyebrow. It has two buff wing bars, an orange-yellow base to the lower mandible, and a brown rump.
In Bolivia it uses the canopy and subcanopy of humid montane and foothill forest, alone or in pairs and sometimes in mixed flocks. It catches arthropods from foliage and branches with short sallies or hovering sallies.
