This small tyrant flycatcher occurs in the Tumbesian region of northwestern Peru and southern Ecuador. Its distribution is closely associated with lowland dry forest and the western Andean foothills.
It has a gray crown and back, a black mask through the eye, and a bright yellow eyebrow. The underparts are yellow, with a white band on the folded wing and white outer tail feathers.
It usually forages alone in relatively open lower and middle vegetation in woodland, streamside growth, and scrub. A distribution study found a strong association with lowland dry forest and the western Andean foothills.
