This finch-like tanager occurs in the southern Peruvian Andes. It forages in semi-humid scrub, and its white throat and eyebrow contrast with a chestnut breast.
It is about 16.5 cm long, with gray upperparts and tail, a white eyebrow and throat, and a black band through the eye. The breast and sides are chestnut; the flanks are gray and the undertail coverts chestnut.
It forages in semi-humid Andean scrub. In southern Peru it is recorded in inter-Andean valleys at 3,000–3,800 m; Peru Aves notes that a similar warbling-finch does not overlap within this restricted range.
