This kingfisher is endemic to Mangaia in the Cook Islands. An orange neck band is a field mark, and surveys have recorded it in primary and secondary forest and other island habitats.
It has an orange band around the neck, a feature identified in the species status report as useful for distinguishing it from the related Chattering Kingfisher.
An island survey in 2018–2019 recorded the species in several habitats, including primary and secondary forest, plantation forest, and villages. Densities were highest in primary and secondary forest, and few birds were recorded in or around villages.
An extinction-risk assessment has not been added yet.
