This flowerpecker is endemic to the Philippine Visayan Islands. BirdLife's 2001 account lists Panay, Guimaras, and Negros, but records differ in age and the account notes uncertainty about status on some islands.
Adults have a thick black band across the upper breast, a broad red patch at the breast center continuing as a narrow red line down the belly, and white throat and upper breast. The flanks are pale gray and the bill is thin and markedly curved. The sexes are alike in adult plumage.
It uses flowering or fruiting trees and shrubs in gardens, coconut groves, farm clearings, scrub, secondary growth, and original forest. BirdLife's account gives records from the lowlands to about 1,000 m.
An extinction-risk assessment has not been added yet.
